Ken Caryl Election

Having lived on the Ken Caryl Ranch for over 25 years and raised 3 children during that time, I’m still very active on the Ken Caryl Ranch.

Recently, we downsized and moved to the patio homes at Meadow Ranch but we have many friends who live on the Ken Caryl Ranch. Having sold Real Estate for over 30 years and many homes on the Ken Caryl Ranch, I understand that no homeowner wants to have their property taxes increase unless it will benefit the homeowner.  In my opinion the proposed increase will benefit the homeowners of the Ken Caryl Ranch.

When I’m showing homes in different communities and the greenbelts are unkept, pool or other facilities are closed, it does affect property values.  The Ken Caryl Ranch is one of the best communities in the Denver Metro area.   I would think each homeowner would want the community to be the best and keep its unique characteristics with all its beauty and amenities in top condition.
I strongly suggest you vote yes on May 6 for Ballot Issues A & B.

MAY 6, 2008 ELECTION
HOW IT WILL AFFECT YOU

Ken Caryl Recreation CenterIn a mail ballot election concluding May 6, 2008, voters of the Ken-Caryl Ranch Metropolitan District (KCRMD) will be asked to vote on Ballot Issues A and B, and to elect three new Board members to the KCRMD Board of Directors. Ballots are expected to be mailed to registered voters on April 11.

•        Ballot Issue A. If approved, Ballot Issue A would increase the KCRMD property tax by 2.5 mills effective January 1, 2008, for collection beginning in 2009.  The impact of Ballot Issue A passing is:
o       2008:
§       The additional 2.5 mills in property tax will be assessed in 2008; however, under the State property tax system it will not be collected until 2009.
§       One-time conditional KCRMA grant of $112,000 can be applied to:
•       Open the Bradford Pool for the 2008 regular season.
•       Provide additional water for our Youth Sports Fields and Parks.
•       Eliminate resident swim fees for 2008 at all pools.
o       2009:
§       The proposed tax increase will cost about $20.00 per year for every $100,000 of market value of a residence, meaning the average house on the Ranch valued at $400,000 would pay a tax increase of $6.67 per month.
§       KCRMD will have necessary funds to perform its responsibilities of maintaining, replacing and improving ageing community amenities and continuing to provide recreational opportunities to its residents.

South Suburban Recreation at Ken CarylIf the voters do not approve Ballot Issue A, the conditional grant from the KCRMA will be returned in its entirety, Bradford Pool will be closed for 2008, resident swim fees will be implemented on the remaining pools and the Youth Sports fields and Parks will be watered at the levels supported by the 2008 budget, which are below the levels recommended by the Denver Water Board.

•        Ballot Issue B. If approved, Ballot Issue B would authorize KCRMD to collect, retain and spend revenues collected from property taxes and other revenue sources for 2008 and future years.
o       2008:  No financial impact because KCRMD’s 2008 budget is already set, and KCRMD is not anticipating receiving revenues above those identified in the budget for 2008.
o       2009 and beyond:
§       KCRMD’s property tax revenue will change in direct proportion to changes in the assessed value of property within KCRMD.
§       KCRMD will be permitted to collect, retain and spend all property tax monies previously approved by voters

If Ballot Issue B is not approved by the voters, the 2.5 mill property tax increase approved by the voter under Ballot Issue A may be reduced or eliminated by the "ratcheting down" effect of TABOR and the State 5.5% revenue cap.
